how do they not get in trouble? (besides out running them lol) if i ran through my town doing that stuff i would probably get arrested.

This is not something illegal.
Unless they tell you not to do it you are just performing a sport like riding your bike or skateboarding.
it isnt illegal here i america but thats mainly due to the fact that parkour isnt a well known idea
